The Presidential Search Committee for Central Carolina Technical College (CCTC), one of sixteen colleges comprising the South Carolina Technical College System invites applications and nominations for the position of President, the Chief Executive Officer of the College. CCTC is a comprehensive, public, two-year institution of higher education dedicated to fostering a positive environment of teaching and learning for faculty, staff and students.
About the college
Accredited by the Southern Association of Colleges and Schools Commission on Colleges, CCTC offers more than 50 programs leading to an associate degree, diploma, or certificate in technical/occupational disciplines. The College’s vast array of programs prepares students to enter the job market, transfer to senior colleges and universities, and achieve their professional and personal goals. CCTC offers academic programs in business, health sciences, public service, industrial and engineering technology, and arts and sciences. CCTC serves students through traditional and non-traditional formats in multiple learning environments including electronic instructional methods. The 2024 combined student population of the College was 3202 with an FTE enrollment of 1652. The College employs a full-time faculty and staff of 220 and 110 adjunct/part-time employees.
Timeline
May – June 30, 2025: Solicit applications and nominations
Early July 2025: Search Committee’s initial screening of applications. Search Committee screens to a number of potential candidates and determines interview mode (face-to-face interviews, video conference interviews etc).
Mid July 2025: The Search Committee conducts first round of interviews
Late July 2025: The Search Committee conducts second interviews in person, if necessary.
Late July 2025: The Search Committee narrows candidates to 3 or more final candidates to be presented to the CCTC Area Commission for final interview.
Early August 2025: Reference/background checks completed.
Mid August 2025: CCTC Area Commission interviews final candidates.
Mid to Late August 2025: Area Commission selects new President.
Mid to Late August 2025: Salary Proposal package prepared and submitted to Agency Head Salary Commission
Late August to Early September 2025: CCTC Commission announces new President.
Presidential Profile
The Central Carolina Technical College Area Commission is seeking a high-energy, ethical, visionary and collaborative leader who possesses the following:
- An open, proactive, creative, and entrepreneurial style of leadership that embraces collaborative decision-making and relationships;
- A clear understanding of and commitment to the philosophy and mission of a comprehensive technical/community college and excellence in teaching, student success and academic integrity;
- Extensive experience in or knowledge of industrial and economic development programs;
- A commitment to fully engaging with political and community leaders on economic development initiatives;
- A strong knowledge of fiscal management and a commitment to resource development to include fundraising;
- A proven record of effective strategic planning and implementation of strategic actions;
- A demonstrated ability to work with local, state, and national elected officials to achieve college goals; and
- A successful record of promoting partnerships with various constituencies including other educational entities, business and industry and community groups.
Qualifications
- Master’s degree required; earned Doctorate preferred; and
- Ten years’ experience as an academic executive and/or administrative leader; preferably in a technical or community college setting.
How to Apply
Central Carolina Technical College is in Group II of colleges within the South Carolina Technical College System. The salary offered is based on experience and other factors with final approval by the SC Agency Head Salary Commission. The salary range for Group II is $176,156 – $223,832 – $273,075. Dr. Shannon L. Hair currently serves as the Vice President of Institutional Advancement & Development at Danville Community College in Danville, Virginia. He also serves as the Executive Director of both the DCC Educational Foundation, Inc. and the DCC Educational Foundation Real Estate, LLC. Dr. Hair has been employed as a college administrator at Danville Community College since October 2010.

Dr. James W. Ross has served 25 years in executive leadership as a President and Vice President in community colleges. He served as Vice President of Advancement and Public Affairs at Eastern Florida State College, a large college with 25,000 students and four campuses, where he oversaw 184 employees, more than half of all college departments, and managed $40 million in annual operating budgets.

Dr. Rosline Sumpter, a native of Sumter, South Carolina and valedictorian of Crestwood High School, currently serves as Vice President and Chief Academics, Student Affairs & Research Officer for the SC Technical College System, leading statewide initiatives that shape academic quality, student success, and workforce readiness across the System’s 16 technical colleges.

Dr. Jennifer Wilbanks currently serves as the Executive Vice President for Academics and Workforce Development at Horry-Georgetown Technical College and has over 22 years of experience working in higher education. Before coming to HGTC, she served in past roles at Piedmont Technical College, including the assistant vice president for academics, dean of county campuses, interim dean for engineering and industrial technology, director of dual enrollment, instructor, outreach counselor, and career transition specialist.
